NAVY LEGALMEN PROJECT – A COMMUNITY SERVICE PROGRAM FOR NFPA’S MEMBER ASSOCIATIONS

The April/May, 2006 issue of the National Paralegal Reporter featured an article about the Navy Legalmen project being sponsored by NFPA. Legalmen are the equivalent of civilian paralegals and perform legal and clerical functions under the direction and supervision of Navy attorneys. The other branches of the service use the term “Paralegal” for those performing non-attorney legal services. There are presently more than 600 paralegals working in the U.S. Navy and they formed the Navy Legalmen Association in June, 2004, which has become a part of NFPA. The NFPA Pro Bono Committee has pioneered a program to help support Legalmen and other paralegals from the Army, Marines and Air Force who have been deployed to Iraq and Afghanistan. The project includes sending boxes of supplies and cards to the deployed troops. The Minnesota Paralegal Association has been participating in this project through the efforts of MPA’s Pro Bono Chair, Barb Peppersack.

The Legalmen/Paralegals receive a package every other month and cards on the alternate month from member associations. The packages can contain a wide variety of things including items related to hygiene, certain types of foods and snacks and miscellaneous items. Examples include antibiotic ointment, chapstick, face cleaner, eye drops, single serving pasta, powdered drinks, granola bars, applesauce, hard candy, stationary, books, games, magazines, etc… There is an extensive list available if you are interested in helping with donating items and special instructions on how/what can be sent to the deployed Legalmen or Paralegal.

MPA needs assistance from members with donations of items to send, packaging, writing cards and donations to help pay for the costs of mailing.

If you are interested, there are a few ways you can help:

1. Contact us for a list of items that can be donated and instructions on where to drop the materials off for the next package. We will be collecting items at the Annual Convention, including cards you can write out in advance to send.

2. Sign up to help sponsor a box or a month of cards.

3. Provide a donation to help with the costs of mailing. There may be a special event or collection at the Annual Convention.

We would like to have our members participate in this special project and encourage you to contact us for further information if you would like to be involved.

Please contact us in advance on the items so that we can keep duplications down and make storage accommodations easier for those coordinating shipments.

At the present time, Minnesota has no minimum qualifications for persons calling themselves paralegals. The risk to the consumer of using such a person to provide legal services, without attorney oversight, is very high.
